When Was the Regulation Issued?

The first regulation governing property ownership and investment by non-Saudis was issued on: 1 Muharram 1421 AH (April 6, 2000). As part of the Kingdom’s ongoing legislative development, the following was subsequently issued: Royal Decree No. (M/14), dated 19 Muharram 1447 AH (July 14, 2025), adopting the updated regulation, which now serves as the current regulatory framework in force.
